    A veterans memorial planned to be installed in the Orchard City Park will need state approval. Village trustees discussed the proposed site durings its Aug. 11 meeting and agreed that the State of Nebraska Department of Roads will need to verify and approve the distance from Highway 20 to the memorial prior to removal of any trees in the park area.     During an Aug. 11 village trustees meeting, Clearwater maintenance man Troy Behnke said Rutjens Construction recently jetted the concrete box culvert located at Main and First streets.     A 31-year-old Oklahoma man was pronounced dead, Saturday, at the Husker Ag ethanol production facility east of Plainview, Pierce County Attorney Ted Lohrberg reported in a press release. At approximately 10 a.m., Pierce County 911 received a call reporting an individual had passed out in a fermenting tank. Pierce County Sheriff's Office and Plainview Fire and Rescue were dispatched to the facility at 54048 US Highway 20. The Holt County Sheriff's Office responded to a call and reported that at approximately 5:17 p.m., officers were notified of the accident that occurred at 50911 865th Road near Orchard.     Holt County extension personnel requested a 2% budget increase for the upcoming fiscal year.
