Chief Probation Officer for District 7, Kathryn Liebers, will retire effective April 30. She has served the residents of Antelope, Cuming, Knox, Madison, Pierce, Stanton and Wayne counties for more than four decades. Orchard residents will see an increase in garbage disposal rates when the next utility bill hits their mailboxes.
