Summerland Public School BOARD OF EDUCATION

Dec. 13, 2023

Summerland Public School Board of Education met in regular session, Wednesday, Dec. 13, 2023, at 7 p.m. President Steve Thiele opened the meeting, which was advertised in the Dec. 6 newspapers, to order at 7 p.m. Thiele noted the Open Meetings Act posted in the room.

Roll call was taken. Present: Ed Nordby, Nate Schwager, Scott Thiele, Steve Thiele, Austin Twibell, Jeremy Wagner.

Motion by Wagner, seconded by Twibell, to approve the agenda as presented. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Voting aye: 6, Nay: 0. Motion carried.


Public participation was not heard.

Motion by Nordby, seconded by Schwager, to approve the consent agenda items. Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time, including minutes of the Nov. 14, 2023, meeting and monthly financial report. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Voting aye: 6, Nay: 0. Motion carried.

Old business:

Discuss potential new activity conference. Superintendent Finke reported on the student numbers for the schools interested in the new conference. He asked the board for a “feel” of where they would be at on a decision, so the conversation could move forward. The proposed starting date would be the 2025-2026 school year. The consensus of the board was to proceed.

Update on emergency operation plan. Supt. Finke reported that a lockdown drill is going to be held on Dec. 20, 2023. He also answered some questions the board had. The committee will be meeting one more time before the drill.

New business:

Report on American civics Committee meeting. Mrs. Cooper, elementary principal and curriculum coordinator, reported on the American civics Committee meeting that was held prior to the regular meeting. She explained the series that currently is being used as the social studies curriculu. This curriculum was new last year.

Discuss, consider and take all necessary action on 2024-2025 certificated staff negotiated agreement. Supt. Finke reported on the negotiated agreement and the changes proposed. Motion by Thiele, seconded by Nordby, to approve the 2024-2025 teacher negotiated agreement, contingent on a KSB review of the document as it refers to “board” references. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Voting aye: 6, Nay: 0. Motion carried.

Discuss, consider and take all necessary action on staff resignations. Motion by Schwager, seconded by Wagner, to accept the resignation of krista holliday at the end of the 2023-2024 school year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Voting aye: 6, Nay: 0. Motion carried.

Motion by Steve Thiele, seconded by Nate Schwager, to accept the resignation of Carla Jacob as custodian, effective Dec. 31, 2023. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Voting aye: 6, Nay: 0. Motion carried.

Motion by Ed Nordby, seconded by Scott Thiele, to accept the resignation of Denise Napier as a paraprofessional/van driver, effective Dec. 21, 2023. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Voting aye: 6, Nay: 0. Motion carried.

District annual report. Supt. Finke presented the annual report for Summerland Public School. Summerland Public School did very well, with an overall rating of excellent.

Discuss, consider and take action regarding the evaluation of the superintendent (closed session possible). Motion by Schwager, seconded by Scott Thiele, to enter executive session at 7:46 p.m., to discuss the superintendent’s evaluation and is necessary for the protection of needless injury to the reputation of an individual. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Voting aye: 6, Nay: 0. Motion carried.

The board came out of executive session at 9:19 p.m.

Discuss, consider and take action regarding the superintendent’s resignation. Motion by Schwager, seconded by Wagner, to accept the resignation of Supt. Kyle Finke at the end of his contract on June 30, 2024. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Voting aye: 6, Nay: 0. Motion carried.

Discuss, consider and take action to issue a notice of the possible nonrenewal of the superintendent’s employment contract. No discussion or action was necessary.

NASB update. Supt. Finke reported on the State School Board Conference he recently attended and reported that he plans to attend the Legislative Preview Conference on Jan. 22.

Administrative reports:

Mrs. Cooper, elementary principal: MTSS data day, training, Bobcat den collaboration, science curriculum, school improvement, Christmas concert.

Mr. Rosenboom: high school principal: end of first semester, state principal’s conference, Christmas concert, sportsmanship summit, winter activities

Mr. Finke, superintendent: school foundation, electric bus update, mental health provider.

The next regular board meeting will be Wednesday, Jan. 17, 2024, at 7 p.m. President Thiele adjourned the meeting at 9:35 p.m.
