Summerland Public School Board of Education met in regular session, Tuesday, May 16, 2023. President Steve Thiele called the meting, which was advertised in the May 10, 2023, newspapers, to order at 7:02 p.m.

Thiele noted the Open Meetings Act posted in the board room.

Roll call was taken. Present: Ed Nordby, Nate Schwager, Scott Thiele, Steve Thiele, Austin Twibell, Jeremy Wagner.

Motion by Twibell, seconded by Schwager, to approve the agenda as presented. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.


Public participation was not heard.

Motion by Nordby, seconded by Scott Thiele, to approve the consent agenda. Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time: Minutes of the April 17, 2023, meeting and monthly financial report. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.

Old business:

Discuss, consider and take all necessary action on classified staff agreements. Steve Thiele reported on the Negotiations Committee meeting held prior to the meeting. Motion by Wagner, seconded by Twibell, to approve a $5 per route increase to drivers; $.75 per hour increase to hourly classified staff and a 3% increase to salaried classified staff. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.


Discuss, consider and take all necessary action on finalizing the superintendent’s contract. Motion by Schwager, seconded by Nordby, to increase the superintendent’s salary for 2023-2024 by 3%. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.

Motion by Schwager, seconded by Nordby, to approve using the NASB superintendent/board evaluation tool and service. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.

Update on the electric bus. Superintendent Finke updated the board on the charing station options for the electric bus. If we purchase the level three charing station, the electrical work done will provide adequate power for a potential bus barn someday. Additional grant funds would be used for this upgrade, so the cost to the district would only be approximately $2,700. Motion by Nordby, seconded by Scott Thiele, to go with a level three charing station. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.

New business:

Discuss, consider and take all necessary action on classified staff resignation. Motion by Twibell, seconded by Wagner, to approve the resignation of Becky Kaczor as a paraprofessional at the end of the 2022-2023 school year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.

Discuss, consider and take all necessary action on option enrollment resolution. Motion by Scott Thiele, seconded by Nordby, to approve the Option Enrollment Resolution. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.

Discuss, consider and take all necessary action on the use of school facilities. Discussion was held on the time frame for the key card holders using the facility. Everyone holding a current key card will have access until July 31, 2024, after which time the cards will need to be renewed annually on Aug. 1. Motion by Schwager, seconded to Wagner, to set the facility use fees as an annual fee with an expiration date of July 31 each year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none.

NASB update. Finke updated the board on proposed legislative bills.

Administrative reports:

Elementary principal, Cathy Cooper: Curriculum, MTSS, summer reading, move-up day, preschool graduation, field trips, elementary track and field day;

High school principal, Greg Appleby: Graduation, district music, state track, academic awards ceremony, athletic banquet, sixth-grade transition day, summer athletic activities;

Supt. Finke: Safety review, Apptegy, strategic planning, selling lift, floor burnisher.

A special thank you was given to Greg Appleby for his years of service as principal and his role in organizing the Summerland district. Best wishes, Greg.

The next regular board meeting will be Tuesday, June 13, at noon.

President Thiele adjourned the meeting at 7:57 p.m.
