A construction project, which began July 16, will include building a new fishing pier to provide more bank fishing opportunities at the 50-acre lake and repairing two boat ramps.     The name of a Brunswick area man who drowned Monday at Grove Lake, north of Royal, has been released. Antelope County Sheriff Bob Moore said Jody Hansen, 52, was pronounced dead at the scene.
