Summerland Public School BOARD OF EDUCATION

August 14, 2023

Summerland Public School Board of Education met in regular session, Monday, Aug. 14, 2023, in the school board meeting room. President Steven Thiele called the meeting, which was advertised in the Aug. 9, 2023, newspapers, to order at 6:45 p.m.

Attendance was taken. Present: Ed Nordby, Nate Schwager, Scott Thiele, Steven Thiele, Austin Twibell, Jeremy Wagner.

Pres. Thiele noted the Open Meetings Act posted in the board room.

Motion by Nordby, seconded by Wagner, to approve the agenda as presented. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: None. Motion carried 6-0.

Public participation was not heard.

Motion by Nordby, seconded by Twibell, to approve the consent agenda items. Motion by Nordby, seconded by Wagner, to approve the agenda as presented. Unless removed from the consent agenda, items identified within the consent agenda are acted on at one time and include minutes of the July 17, 2023, meeting and monthly financial report. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: None. Motion carried 6-0.

Hearing to review, consider and receive public opinion on the Parent Involvement Policy. Pres. Thiele opened the Parent Involvement Policy Hearing at 6:49 p.m. Superintendent Finke presented an overview of the policy. No public comments were heard. Thiele closed the hearing at 6:52 p.m.

Old business:

Discussion concerning storage facility. A discussion was held concerning options for building the storage facility. It was decided to table the decision until September. Supt. Finke was directed to get some more pricing on building options discussed.

New business:

Discuss, consider and take all necessary action to adopt a resolution increasing the school district’s base growth percentage used to determine the school district’s property tax request authority. Supt. Finke presented information on the advantages of passing the 7% base growth percentage used to determine the school district’s property tax request authority. Motion by Schwager, seconded by Steven Thiele, to adopt the resolution to increase the base growth percentage by 7% in determining the property tax request authority. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: None. Motion carried 6-0.

Discuss, consider and take all necessary action on staffing. Motion by Scott Thiele, seconded by Nordby, to accept the resignation of Deb Schlecht as a school cook. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: None. Motion carried 6-0.

Motion by Twibell, seconded by Scott Thiele, to approve a work agreement with Christine Thoendel as a cook for the 2023-2024 school year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: None. Motion carried 6-0.

Discuss, consider and take all necessary action to declare items obsolete. Motion by Nordby, seconded by Wagner, to declare items on the list obsolete. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: None. Motion carried 6-0.

Discuss, consider and take all necessary action on transfers to Depreciation and Activity funds.Motion by Nordby, seconded by Scott Thiele, to approve the proposed transfers of $200,000 to the Depreciation Fund and $25,000 to the Activity Fund Athletic Account). Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: None. Motion carried 6-0.

Discuss consider and take all necessary action on the Return to Learn Plan. Supt. Finke reviewed the current Return to Learn Plan policy. There will be no changes at this time.

Discuss, consider and take all necessary action on policy updates. Motion by Schwager, seconded by Nordby, to approve all policy changes, as presented on first reading, waiving the second reading. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: None. Motion carried 6-0.

NASB update. Supt. Finke reminded board members of the membership meeting, Sept. 6, at Divots, in Norfolk. He also noted that the state education conference will be held at the CHI Center on Nov. 15 - 17, in Omaha.

Administrative reports. Mr. Rosenboom, high school principal: preliminary enrollments, MTSS, schedules, bus routes, calendars, Admin Days, homecoming activity numbers, upcoming games.

Mrs. Cooper, elementary principal: Admin/work days, student numbers, elem. theme, schedules PK-6 open house.

Mr. Finke, superintendent: Staff in-service, update on charging station, new sod, upcoming meetings, budget info.

Possible executive session to discuss staffing. Executive session was not necessary.

Adjourn. The next regular board meeting will be Tuesday, Sept. 12, 2023, at 5 p.m.

President Thiele adjourned the meeting at 8 p.m.
