Village of Clearwater BOARD OF TRUSTEES

June 12, 2023

The Board of Trustees of the Village of Clearwater met for a regular meeting, Monday, June 12, at 8 p.m., in the fire hall meeting room. Meeting opened at 8 p.m. Notice of Meeting was given in advance by publication in "Summerland Advocate-Messenger," posted at US Post Office in Clearwater, Clearwater Market and Cornerstone Bank-Clearwater and was given to board members prior to meeting. Public was informed of location of Open Meeting Act poster.


Present: Kelly Kerkman, Marsha Hart, Cody Kester, Brian King, Jeff Schlecht. Others present: Angie Hupp, Kyle Petersen, Lauren Sheridan-Simonsen, Troy Behnke, LuAnn Schindler, Sheriff Bob Moore, Riley Snider, Cole and Amy Scott, CW and Amy Schonemann.


Approved minutes from May 8, 2023, regular meeting.

Approved treasurer’s report.

Late utility bills presented.

Cole and Amy Scott discussed issues with River Road heading north out of town. Cole will be opening an auto body shop and the dust interferes with painting. They also have concerns about the speed people drive and a plugged culvert. Cody Kester will attend the county commissioners’ meeting Tuesday, June 13, to discuss these issues.

Approved $1,143.75 claim from NENEDD for DTR grant administration.

Approved $20,833.46 claim from Stearns Construction for NAHTF grant construction.

Approved Drawdown #5 of $20,833.46 from NAHTF grant funds.

Tabled discussion regarding trash service, water and sewer rates due to lack of new information.

Tabled discussion of CDs and combining savings accounts until it is known how much needs to be used to pay off lagoon operating note.

Riley Snider spoke to the board about the water leak he had in his house in April and asked what they considered the meter as it was a valve attached to the meter that broke. The board stated that any repairs past the curbstop, with the exception of the meter itself, were the responsibility of the homeowner.

Approved Resolution 2023-12 reaffirming responsibility for water and sewer line repairs.

Tabled discussion of armor coat bids because none were received.

Discussion held regarding whether to limit number of dogs allowed in village limits and whether to implement a fine for not licensing dogs.

Approved fine of $50 per dog after May 1 deadline for registering at village office. Letters will be sent to all residents and an Aug. 1 deadline will be implemented before fines are assessed for 2023.

Approved deposit of $150 for new utility customers.

Maintenance and economic development reports presented.

Approved transferring $1,000 from economic savings to economic checking for operating expenses.

No sheriff’s report was presented.

Library report presented. The sink in the girl’s bathroom is coming off the wall. The board told library president LuAnn Schindler to purchase a vanity. The librarian is also collecting quotes to replace the front door of the library as its adjustments are broken.

No park report presented.

Clerk’s report presented.

Unfinished business discussed. Lauren Sheridan-Simonsen will put out a request for public input regarding whether to paint parking lines along the sides and middle of Main St.

Approved purchasing GIS equipment with ARPA funds.

Approved rewording a resolution to sell 507 First St. to Tony Blecher with an easement beyond the east 30 ft. of the property.

New business discussed. July 10 was confirmed as the next meeting date.

Approved Schlecht Trucking claim of $294.44 for rock delivery. Schlecht abstained.

Approved remaining claims and payroll. Claims: $2,192,400.90; wages: $9,004.19.

Sheriff arrived and presented report.

Approved entering executive session to discuss ongoing litigation at 9:31 p.m.

Approved exiting executive session at 9:42 p.m.

Approved adjourning at 9:43 p.m.
