Four guilty of federal meth conspiracy charges

United States Attorney Steven Russell recently released information on a United States District Court case regarding a methamphetamine conspiracy in the area.

In May 2020, the Holt County Sheriff's Office, Nebraska State Patrol and the United States Postal Inspection Service began investigating Lindsey A. Rokahr and Dallas S. Rhinehart, 53, for their involvement in the distribution of meth in the Norfolk area.

As a result of the investigation, it was determined that Katherine M. Tacheira, 51, of Walnut Creek, California, was the source of the methamphetamine. She would mail multi-ounce packages from California to recipients in Nebraska. The USPS was able to determine that three packages of methamphetamine were sent by Tacheira in July, August and September 2020. The September package from Tacheira to Rokahr was intercepted and contained three ounces of methamphetamine, according to Russell.

Three individuals have been sentenced in the federal court for their participation in the conspiracy, with a fourth awaiting sentencing.

On June 2, Chief United States District Judge Robert F. Rossiter, Jr. sentenced Karina R. Dieter, 51, of Norfolk to 120 months’ imprisonment for her part in the conspiracy. There is no parole in the federal system. After her release from prison, Dieter will begin a four-year term of supervised release.

Dieter was found to have received 198 grams - about seven ounces - of meth from the packages. When she was arrested on the federal warrant, Dieter was in possession of 93 grams (3.28 ounces) of pure meth.

On May 17, Rossiter sentenced Tacheira to 120 months’ imprisonment. After her release from prison, Tacheira will begin a five-year term of supervised release.

Rhinehart, of Norfolk, was sentenced March 13, to 130 months’ imprisonment, followed by a five-year term of supervised release.

Rokahr entered a guilty plea April 26 and is set for sentencing at the Roman L. Hruska Federal Courthouse in Omaha on Aug. 4.
