Louisiana man disposes of deer carcass in city park

The illegal harvest and disposal of the carcass of a whitetail doe in January cost a Louisiana man more than $1,000.

Cole Branden Thomas, 26, of West Monroe pleaded guilty, by waiver, to several counts related to shooting the deer without a permit and without the permission of a Holt County landowner. He was fined $150 and assessed $500 liquidated damages for taking the deer without a permit; fined $50 for no 2023 habitat stamp; fined $200 for killing the deer without permission from the landowner; $100 for failure to check a harvested deer within 48 hours; $100 for littering (disposing of the carcass at Carney Park in O’Neill) and taxed $49 court costs. Thomas was cited by a Nebraska Game and Parks officer Jan. 9, in O’Neill.

Others who recently pleaded guilty by waiver and were fined include:

• Kelly L DeSive, 41, O’Neill, discharge firearm within the O’Neill city limits, fined $25 and $49 costs;


• Richard A. Palmer, 32, Houston, Texas, fined $250 for no proof of financial responsibility, $25 for no valid registration, $50 costs; cited by Nebraska State Patrol carrier enforcement officer Dec. 7, 2022, north of O’Neill on Highway 281;

• Seth M. Ritter, 31, West Point, fined $55 for exceeding width limit (11’6” bales during nighttime hours), $100 for driving a commercial vehicle without a CDL (private commercial-plated pickup), $49 costs; cited by a NSP carrier enforcement officer Feb. 21 in east O’Neill; and

• Burke, South Dakota, juvenile, possession tobacco Feb. 12, in O’Neill, fined $35 and $49 costs.
