Tielke reelected to chair Holt County Supervisors

Chairman • Holt County Supervisors elected Bill Tielke to serve as chairman for 2023. The vote was taken during a Jan. 5 reorganization meeting at the courthouse in O'Neill.

Bill Tielke will serve as chairman of Holt County Supervisors, who elected him to the position for 2023 during a statutory session, Jan. 5, at the Holt County Courthouse.

Doug Frahm will chair the county's board of equalization.

Supervisors approved board of representatives and delegates, as well as committee assignments for 2023, including:

• Bonds: Darrin Paxton, Frahm, Tielke;

• Bridge: Frahm, Paxton and Scott Keyes;

• Claims: Frahm (chair) and the entire board;

Courthouse: Frahm, Dustin Breiner, Josh Treptow;

• Finance: Tielke, Paxton, Frahm;

• Insurance: Paxton, Keyes, Breiner;

• Joint provision of services: Tielke, Paxton, Keyes;

• Personnel: Frahm, Duane Neiman, Paxton;

• Road: Keyes, Paxton, Neiman;

• Safety: Treptow, Garry Connot, Tim Wallinger;

• RC&D representative: Lynn Sobotka;

• Developmental Disabilities board representative (Region 4 - Northstar): Keyes

• Region IV Mental Health Board representative: Neiman;

• Upper Elkhorn NRD: Keyes

• Lower Niobrara NRD: Breiner;

• NE Nebraska Juvenile Detention Facility representative: Frahm;

• NE Nebraska Area Agency on Aging representative: Tielke, three-year term;

Supervisors unanimously voted to reappoint Gary Connot, county highway superintendent; Gene Kelly, interim planning and zoning administrator; Deb Hilker, emergency manager; and Ken Stenka, veterans service officer.

Wages for employees in multiple departments were discussed and voted on.

Kelly will receive $600 per month, as an interim wage, while serving as planning and zoning administrator.

A motion made by Breiner, to increase hourly road department employees' wages by $1 per hour was approved. Current policy states all hourly road employees will receive five cents for every consecutive year of service to the county, with the nickel increase added to an employee's base pay. The increase will be earned each calendar year.

Annual salary for Connot, was set at $75,400, which includes a $9,750 stipend from the state for him to have a Class A bridge inspection license.

Custodial staff will receive an increase. The courthouse custodian salary will be $43,000. Monthly reports will be presented to the board. A part-time custodian position will earn $18 per hour.

An annual contract with Darla Smith, to clean the annex, was set at $1,600 per month.

Stenka's wage was set at $51,900 annually, while Hilker's was increased to $28,600.

The truck foreman's and asphalt foreman's salaries were increased to $60,400, annually.
