This summer, headlines suggested that rolling blackouts across the country may be possible because of predicted above-average temperatures.
Texas-based grid operator, the Electric Reliability Council of Texas, and the Midcontinent Independent System Operator projected energy capacity shortfalls during peak summer temperatures.
