The Village of Clearwater is applying for a Downtown Revitalization grant from the Nebraska Department of Economic Development. Proposals will not be considered if the intended services your firm wishes to provide are not clearly expressed.

Contingent upon notice of grant award, the selected firm will create a downtown revitalization plan for Clearwater to develop realistic short-term and long-term goals and objectives. The plan will provide Clearwater the guidance to create a revitalized downtown which will be implemented in Phase II. Objectives of the grant are to analyze the public and private downtown district. The scope of work will focus on the public works and business aspects. The scope includes: facilitating public participation for needs identification, including town hall meetings and gaining input from a diverse cross-section of the community; visual infrastructure, building condition, and historic building analysis; analysis of ADA Accessibility for streets and sidewalks; tourism opportunities; identifying funding sources; coordinating input from stakeholder groups and community input meetings to provide recommendations to the community through a plan that identifies goals, objectives and implementation strategies; and preparation of probable construction costs to meet goals and objectives.

Any interested firms should submit, in writing, their qualifications. The review will be facilitated by the Clearwater Economic Development Board, with village board approval, based upon the following criteria:

1. Technical expertise (40 points)

2. Past record of performance (30 points)

3. Capacity of the firm (30 points)

4. Familiarity with Community Development Block Grant projects (30 points)

Total possible points, 130 points

Elaborate and expensive presentation aids are neither necessary nor encouraged. A multi-year contract is not optional. Cost plus percentage of cost contracts are not allowed.
