March 15, 2022

Summerland Public School Board of Education met in regular session, Tuesday, March 15, 2022, at 5 p.m. at the school. President Ed Nordby called the meeting, which was advertised in the March 9 newspaper, to order at 5 p.m. Nordby noted the Open Meetings Act posted in the board room.

Members present: Marty Kerkman, Nordby, Nate Schwager, Steve Thiele, Jeremy Wagner. Absent: Candice Hoke.

Motion by Kerkman, seconded by Thiele, to approve absence of board member Candice Hoke. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

Motion by Thiele, seconded by Schwager, to approve the agenda as presented. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

Public participation (15 minutes allowed). Public participation was heard. Stephanie Cleveland spoke on behalf of the Village of Orchard concerning the Orchard building.

Motion by Thiele, seconded by Wagner, to approve the consent agenda items. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time. Minutes of the Feb. 16, 2022, meeting and monthly financial report.

Old business:

Update on Summerland building. Superintendent Kyle Finke reported on work being done in the building. The flooring in the gymnasium had a few issues and the flooring company came a couple weeks ago and fixed it He also reported they are still working on the fire tank.

Discuss, consider and take all necessary action on the Orchard building. The Building and Grounds Committee will meet with a committee from the Village of Orchard to discuss options concerning the Orchard building.

Motion by Thiele, seconded by Kerkman, to reject all bids received for the Orchard campus demolition. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

New business:

Discuss, consider and take all necessary action on approving a contract for the special education position for 2022-2023. Motion by Schwager, seconded by Thiele, to approve a teaching contract to Jody Fox for the 2022-2023 school year. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

Discuss, consider and take all necessary action on mowing/fertilizing bids. Motion by Thiele, seconded by Kerkman, to accept the mowing bid from Tim Good to mow the grounds in Ewing and the bid from Luke Schilousky for mowing/fertilizing for the Summerland grounds. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

Discuss, consider and take all necessary action on calendars. Motion by Thiele, seconded by Wagner, to approve the calendar for 2022-2023 school year, as presented. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

Discuss, consider and take all necessary action on updating the District 125 Flexible Fringe Benefits Plan. Motion by Kerkman, seconded by Schwager, to adopt a Section 125 Flexible Fringe Benefits Plan, with American Fidelity, for the employees of Summerland Public School, to be effective on 09/01/2022. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

NASB update. Supt. Finke gave a brief update.

Administrative reports. Sixth grade teacher Chantelle Dempster was present with two students who gave a report on the recent hot chocolate bar event to raise money for St. Judge’s and Feeding America.

Mrs. Cooper reported on: new math curriculum, parent/teacher conferences, School Store, Read Across America, March Madness book tournament, Lucky To Have You dance coming up.

Mr. Appleby reported on parent/teacher conferences, state wrestling, quiz bowl, state speech, FFA, Class C All-State Band, graduation, National Honor Society state testing, spring sports, prom, five-day summer moratorium, Rule 10 visit.

Mr. Finke reported on legislative update and upcoming NRCSA conference.

Motion by Kerkman, seconded by Schwager, to enter executive session at 6:07 p.m., to discuss staffing and is necessary for the protection of the needless injury to the reputation of individuals. Voting aye: Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Absent: Hoke. Motion carried 5-0-1.

The board came out of executive session at 6:30 p.m.

The next regular board meeting will be Tuesday, April 12, 2022, at 7 p.m.

President Nordby adjourned the meeting at 6:30 p.m.
