Summerland Public School Board of Education met in regular session, Tuesday, Jan. 18, 2022, at the school. President Ed Nordby opened the meeting, which was advertised in the Jan. 12, 2022, newspapers, to order at 7:02 p.m. Visitors were welcomed.

Nordby noted the Open Meetings Act posted in the boardroom.

All board members were present: Candice Hoke, Marty Kerkman, Nordby, Nate Schwager, Steve Thiele, Jeremy Wagner.

Motion by Hoke, seconded by Kerkman, to approve the agenda as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Public participation. No public participation was heard.

Discuss, consider and take all necessary action on board officers and committees. Motion by Thiele, seconded by Wagner, to retain all officers and committees for 2022. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Current officers: President, Ed Nordby; vice president, Nate Schwager; secretary, Candice Hoke; treasurer, Marty Kerkman.

Current committees: Americanism: Hoke, Thiele, Wagner; Finance: Kerkman, Nordby, Schwager; Buildings and Grounds: Hoke, Thiele, Wagner; Transportation: Hoke, Thiele, Wagner; Negotiations: Kerkman, Nordby, Schwager.

Motion by Hoke, seconded by Schwager, to approve the consent agenda items. Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time: Minutes of the Dec. 14, 2021, meeting; monthly financial report. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Update on new building progress. Superintendent Finke reported on internet issues happening in the building. There are people here this week working to find the problems.

Electronic Sound came here last week and fixed the sound to the video board. They will be returning later in February to fix the sound in the cafeteria area or whenever they receive the parts.

The estimated balance of the bond proceeds was presented.

Other things discussed included the water tank, the floor in the auxiliary gym, the discus area by the track and door fobs.

Discuss, consider and take all necessary action concerning the Orchard building. Nate Schwager reported on the contacts he has made regarding the moving of the HVAC system in Orchard. Mr. Finke will contact Jacob from Wilkins to inquire about rebidding the demolition without the HVAC piece.

Discussion was held concerning auctions at Orchard and Ewing. The board recommended having one auction and then the second auction about a month later. Mr. Finke will contact a couple of auction companies.

It was decided to advertise for someone to organize the contents of the Orchard building and move items to get ready for the sale to see if there would be any interest.

New business:

Discuss, consider and take all necessary action on the Return to Learn Plan. Supt. Finke went over the Return to Learn Plan that we have in place. We are following the recommendations from the health department. Motion by Schwager, seconded by Kerkman, to continue the Return to Learn Plan as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Report from the Americanism Committee on civics Education Bill. The principals presented the current social studies curriculum and public comment was heard. Motion by Thiele, seconded by Wagner, to approve the social studies curriculum, which meets requirements in statute 79-724, as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action on superintendent contract. The Negotiation Committee will meet with Mr. Finke to discuss options to his contract.

Discussion concerning road improvements. Antelope County Commissioner Regina Krebs was present to discuss what the county and school can do to improve the roads leading to the school. She presented some facts and figures regarding the costs to make the necessary improvements to the Summerland and Orchard roads. She will be talking with state senators in coming days as the legislature moves forward with appropriating federal dollars received for road improvements.

NASB update. Supt. Finke reported on state test scores. He also reported on some bills in the legislature that he is watching.

Administrative reports: Elementary Principal Cathy Cooper reported on: training on smartboards, visit from Neligh-Oakdale elementary teachers, ESU is coming out to work with elementary teachers, I Love Public Schools Day is Jan. 20, elementary student council is up and running.

High school principal Greg Appleby reported on: today first day of second semester, report cards will be out by the end of the week, Winter Snowball Dance was well attended, activities are very busy, looking to move the Bobcat wrestling meet in the future, due to conflicts, Summerland will be Class C in track and golf, the football schedule will be coming out soon.

Supt. Finke reported on: reminder that incumbents need to file by Feb. 15 and others by March 1 for the school board election, looking at track equipment that will be needed, reported that we have two applications for the speech pathology position, looking at scheduling more smartboard training for the fall, TeamMates is having soup and sandwiches at the game this Friday, NVC will be meeting at Summerland sometime.

Adjourn. The next regular meeting will be Wednesday, Feb. 16, 2022, at noon. President Nordby adjourned the meeting at 8:44 p.m.
