October 11, 2021

The Board of Trustees of the Village of Clearwater met in regular session Monday, Oct. 11, at 7 p.m., in the fire hall meeting room. Meeting opened at 7 p.m. Notice of Meeting was given in advance by publication in Summerland Advocate-Messenger and notice was given to board members prior to meeting. Public was informed of location of Open Meeting Act poster.

Present: Kelly Kerkman, Steve Hankla, Steve Stearns, Kevin Filsinger, Mike Klabenes. Others present: Lauren Sheridan-Simonson, Kate Ahlers, LuAnn Schindler, Mike Reif, Sheriff Bob Moore, Clerk Angie Hupp.

Approved regular minutes and treasurer’s report for September. Late water bills presented.

Mike Reif from Terracon, on behalf of NDEE, presented information regarding petroleum remediation program.

Approved letting Terracon and NDEE work on groundwater contamination sites, pending permit approvals.

Approved making Steve Hankla and Angie Hupp official signers for NAHTF grant contract and payment disbursements.

Approved paying Stearns Construction $9,998, pending LB840 loan committee recommendation, toward purchasing land for NAHTF grant housing project. Stearns abstained.

Economic development report presented.

Approved paying Blade & Bliss $150 for digital façade grant.

Approved moving up agenda item 16, sheriff’s report.

Approved transferring $150 from economic savings to economic checking for Blade & Bliss digital façade grant payment.

Approved transferring $9,998 from economic savings to economic checking for Stearns Construction LB840 grant payment. Stearns abstained.

Approved Ordinance 2021-5 changing zoning of Ahlers property to residential. Waived second and third readings.

Tabled Ordinance 2021-4 prohibiting portable storage units until receiving clarification from village attorney.

Maintenance report presented.

Library report presented.

Park report presented. Approved Applied Connective quote of $7,963.53 for security cameras.

Approved Echo Electric Supply quote of $1,141.54 to purchase LED fixtures for Main St. flagpole.

Approved Rob Hoefer to concrete along Main St. curb from Cornerstone Bank to corner at Nebraska St., and replace sidewalk in front of library and village office.

Clerk report presented.

Approved Ordinance 2021-3 setting wage for Clerk Angie Hupp to $16 per hour.

Approved Dennis Sanne continuing in CORE board position.

Approved Innovative Ag claim. Klabenes abstained.

Approved all other claims. Claims and payroll: Wages: $5,733.40; bills: $41,664.18

Meeting adjourned at 9:15 p.m.
