Oct. 13, 2021

Summerland Public School Board of Education held a regular meeting, Wednesday, Oct. 13, at the school. President Nordby called the meeting, advertised in the Oct. 6 paper, to order at 6:30 p.m. Nordby noted the Open Meetings At poster in the boardroom.

Members present: Candice Hoke, Marty Kerkman, Ed Nordby, Nate Schwager, Steve Thiele, Jeremy Wagner. Absent: none.

Motion by Kerkman, seconded by Schwager, to approve the agenda as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried: 6-0.

Public participation. There was no public participation.

Motion by Hoke, seconded by Wagner, to approve the consent agenda items, with the exception of the Hausmann Construction bill, in the amount of $419,959.07. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried: 6-0.

Motion by Schwager, seconded by Kerkman, to approve the Hausmann Construction bill in the amount of $419,959.07. Voting aye: Hoke, Kerkman, Nordby, Schwager, Wagner. Nay: none. Abstain (with conflict): Thiele. Motion carried: 5-0-1.

Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time. Approved: minutes of the Sept. 13, 2021 budget hearing, tax request hearing and regular meeting and monthly financial report.

Old business:

Construction update. The auxiliary gym and music rooms have been turned over and are being used. We are waiting on some electrical work needed in the shop area. Asphalt for the playground is schedued to arrive Oct. 23. There is an issue with the discus rings and their location. Options are being considered. The best option appears to be moving the discus area to the practice field.

Discuss, consider and take all necessary action on irrigation around the track. The board agreed to extend the contract with Schilousky Lawn Care to include the area around the track, per the diagram presented.

Discuss, consider and take all necessary action on the demolition of the Orchard building. Discussion was held concerning the bid process for the demolition of the Orchard building. A pre-bid meeting is scheduled for Nov. 4, with bids scheduled to be opened on Nov. 15.

Discussion was held on leasing the shop area of the Orchard building to village.

Discussion was also held on the proposed purchase agreement drawn up by our lawyer. Motion by Thiele, seconded by Schwager, to authorize Mr. Finke to negotiate a lease agreement for the shop in the Orchard building with the village of Orchard.Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried: 6-0.

New business:

Discuss, consider and take all necessary action to recognize Summerland Education Association as the exclusive bargaining agent for the district’s non-supervisory certificated staff for the 2023-2024 contract year. Motion by Thiele, seconded by Kerkman, to recognize Summerland Education Association as the exclusive bargaining agent for the district’s non-supervisory certificated staff for the 2023-2024 contract year. NASB update. The state conference will be held Nov. 18 and 19. Board members were asked to let Mr. Finke know if they would like to attend.

Administrative reports:

Ed Nordby informed the board about a Hero911 system that is an app that notifies law enforcement of 911 calls. More details will be made available at a later date.

Superintendent’s evaluation will be done in November.

Elementary Principal Cathy Cooper reported on the following: Acadience testing, MAP testing, 90% attendance for parent/teacher conferences, MTSS meetings taking place, Red Hot Reading Day with the local fire departments, Grab-and-Go breakfast with grandparents, school store.

High School Principal Greg Appleby reported on the following: Homecoming, 70% turnout for parent/teacher conferences, Close-up trip, concessions, activities, pep rally, sports teams update, video board in gym.

Superintendent Finke reported on the following: ESSER III application, Ainsworth’s application for membership in the NVC, state football playoffs will start next week, Nov 16, we will host NVC East one-act competition so there will be no school for the elementary that day, ribbon cutting/open house on Oct. 22, video board audio.

The next regular meeting will be held Tuesday Nov. 16, 2021, at 7 p.m.

President Nordby adjourned the meeting at 7:46 p.m.
