Holt County Supervisors faced a light agenda, approving two resolutions, during the board’s March 31 meeting in O’Neill.

Resolution 2021-10 approves the formation of a COVID American Rescue Plan Fund, following the passage of the American Rescue Plan Act by Congress.

The resolution directs the county treasurer to establish the fund. County clerk Cathy Pavel will add the fund to the 2021-2022 budget.

Supervisor Doug Frahm made the motion to adopt the resolution and Darrin Paxton seconded the motion, which unanimously passed.

A second resolution, number 2021-11, gives chairman Bill Tileke, the nod to sign a letter from the county, directed to the Nebraska Board of Public Roads Classification and Standards, to request relaxing the speed limit on the Honey Creek project roadway.

Construction of the project will include roadway grading, pipe removal and construction of a single 12 foot by 12 foot concrete box culvert on 887 Road, between 490 and 491 avenues.

The resolution will reduce the speed limit from 55 miles per hour to 45 mph for alignment at the location.

Supervisor Dustin Breiner made the motion for approval, with a second coming from Paxton.

In other business, supervisors:

• listened to public comment from Grace Coleman regarding the potential impact of the 30 x 30 land grab;

• approved zoning applications for Joseph and Rhonda Pritchett and Ox Hoof, LLC;

• accepted gravel bids from Emme Sand and Gravel; Pollock Redi Mix, Atkinson Sand and Gravel, Cole Sand and Gravel; Elkhorn Sand and Gravel, Spud Sand and Gravel and T and J Gravel. Bids are effective from April 1 through March 31, 2022. Per discussion, the county may reject products that do not meet county specifications. A fuel surcharge will not be allowed.
