HOUSING MANAGEMENT

VILLAGE OF CLEARWATER

The Village of Clearwater, hereinafter referred to as the village, is applying for Nebraska Affordable Housing Trust Funds from the Nebraska Department of Economic Development for the construction of a duplex for persons 60 and older. The village is contemplating the awarding of a contract for certain technical and professional services for housing management of its project. Therefore, this is a request for an expression of interest and statement of qualifications from your firm, if interested, in performing these technical and professional services.

Housing management services shall include, but are not limited to the implementation of the project in conformance with the following NDED compliance areas: income eligibility, application process, reporting requirements and close-out. The Request for Proposals for housing management services will be selected according to the following criteria:

1) Technical expertise (25 points)

2) Past record of performance (25 points)

3) Capacity of the firm (25 points)

4) Familiarity with NDED funded housing projects (25 points)

5) Cost of services (5 points)

Total possible points 105 points

Elaborate artwork or expensive visuals and other presentation aids are neither necessary nor encouraged. On or about April 12, 2021, the village will evaluate all submittals and the firm will be selected to perform the housing management services. The top qualified firm will meet with the board for the purpose of contract negotiations for a lump sum contract. The contract would be contingent upon award and release of funds and will be contracted for the duration of this grant. The village requires all contractors and consultants to comply with all applicable Federal and State laws and regulations.
