December 14, 2020

Summerland Public School Board of Education held a regular meeting, Dec. 14, at the Orchard site. President Ed Nordby called the meeting, published in the paper dated Dec. 9, 2020, to order at 6 p.m. The Open Meeting Act posted in the room was noted. Roll call and all members were present: Candice Hoke, Marty Kerkman, Ed Nordby, Nate Schwager, Steven Thiele, Jeremy Wagner.

Motion by Kerkman, seconded by Hoke, to approve the agenda as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Public participation. No public participation was heard.

Motion by Thiele, seconded by Wagner, to approve the consent agenda, with the exception of the Hausmann bill for $1,187,881.07. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Kerkman, seconded by Hoke, to approve the Hausmann bill for $1,187,881.07. Voting aye: Hoke, Kerkman, Nordby, Schwager, Wagner. Nay: none. Abstain: Thiele. Motion carried 5-0-1.

Old business:

Building construction update. Steven Thiele reported that the roof on the new building will be completed by the end of the week and the project is on schedule to have the elementary section ready for the fall of 2021.

Early Retirement Incentive Program application and agreement. Motion by Schwager, seconded by Thiele, to approve the Early Retirement Program application from Amy Ritter. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Staff resignations.

Motion by Schwager, seconded by Kerkman, to accept the resignation of Barb Roland. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Thiele, seconded by Wagner, to accept the resignation of Jan Schwager. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Hoke, seconded by Schwager, to accept the resignation of Carrie Williamson. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Schwager, seconded by Kerkman, to accept the resignation of Janice Miller. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Thiele, seconded by Hoke, to accept the resignation of Jessy Hilkemeier. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Thiele, seconded by Schwager, to accept the resignation of Amy Ritter. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Staffing options. Discussion was held concerning the technology position for 2021-2022 and whether to hire a full-time person or remain contracting through the ESU. After weighing the options, the decision was made to continue to contract with ESU for the 2021-2022 school year. Duty assignments for the three principal positions were also discussed. The board requested that the three principals meet and put a preliminary plan together to present to the board at the January 7 special meeting.

New business:

Motion by Thiele, seconded by Wagner, to approve the 2021-2022 negotiated agreement as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

NASB update. The NASB update was available for the board.

Administrative reports. The principal reports were as follows:

Mike Sanne, Clearwater, reported on wrestling being shut down until after Christmas break due to COVID, number of students and staff either positive and/or exposed, stated the staff really appreciated getting Friday, Dec. 18, added to the Christmas break.

Cathy Cooper, Orchard, reported that the Christmas concert has been recorded and will be posted in the next couple of days, Chromebooks have arrived and are being distributed to students, reading scores have improved, number of students and staff positive and/or exposed, and an update on the HVAC system.

Greg Appleby, Ewing, reported on students and staff either positive and/or exposed, Christmas concert, NSAA’s recommendation on COVID plans, guidance and administration have been working with students and staff concerning a staff member recently placed on hospice care.

COVID-19 plan update. NSAA is recommending staying with the orange criteria and not moving to the yellow until after the new year.

Calendar changes. Superintendent Martin stated that Jan. 18, 2021, and Feb. 5, 2021, will be in-service days.

The next regular meeting will be Monday, Jan. 11, 2021, at 6:30 p.m., in Clearwater.

President Nordby adjourned the meeting at 7:23 p.m.
