Joint board of education meeting planned for Nov. 20

With the passage of the Summerland school bond, Clearwater, Ewing and Orchard boards of education will meet in joint session, Wednesday, Nov. 20, in Ewing.

Nebraska Unified Superintendent Dale Martin submitted the following agenda to the Advocate-Messenger for publication.

The school districts will discuss, consider, and may take action regarding the November 12, 2019 bond election results from each of the individual school districts for the construction of an approximately $34.3 million new school building for the future reorganized Summerland school district.

Reorganization Petition & State Committee Update

The school districts will discuss, consider, and may take action regarding the reorganization petition that was previously approved by each board and that has been or will be filed with the State Committee for the Reorganization of School Districts, including the petition content, the reorganization process, and any other matters related to the petition or reorganization process.

Review Summerland Board Selection Procedure & Possible Selection of Board Members

The school districts will discuss, consider, and may take action regarding the selection of board members for the Summerland school board and also the options on board committee structure.

Land Acquisition

The school districts will discuss, consider, and may take action regarding proceeding with the purchase of the Napier land for the new school site.

Discussion & Possible Action on the Creation of an Interlocal Agreement to Pay Summerland School Bills

The school districts will discuss, consider, and may take action regarding creating an interlocal agreement to pay bills for the Summerland school district.

Staffing Timeline & Process

The school districts will discuss, consider, and may take action regarding certified staff negotiations, early retirement/buyout, and sharing staff.

Policies

The school districts will discuss, consider, and may take action regarding policy selection for the Summerland school district.

Curriculum

The school districts will discuss, consider, and may take action regarding the curriculum that will be used by the Summerland school district.

Sale of Assets

The school districts will discuss, consider, and may take action regarding the sale of assets that the districts may need to consider.

Communication Plan

The school districts will discuss, consider, and may take action regarding a plan for communications prior to the official date of reorganization between and among the school districts and their boards, administration, staff, students, and community related to the reorganization, including the different groups who will need communication, the information they will need, and how and when that information will be communicated.

Project Schedule Discussion and Decision Making Process

The school districts will discuss, consider, and may take action regarding the project schedule & how to proceed with making decisions going forward.

Discuss bond issuance process and timeline including potential rating and selection of underwriter.

Resolution for Ewing, Orchard, & Clearwater to approve the issuance of their bonds.

Holt County School District 0029 (Ewing Public Schools)

Action Item: Consideration of a Bond Resolution authorizing the issuance of not-to-exceed

$9,600,000 of General Obligation Bonds to be issued in one or more series. Approval of the Resolution authorizes the President or Vice President of the Board or Superintendent of Schools to make certain determinations regarding the final pricing and terms of the bonds to be determined in conjunction with First National Capital Markets, Inc., financial advisor to the District, as well as other terms and conditions of the issuance of the Bonds.

Antelope County School District 0049 (Orchard Public Schools)

Action Item: Consideration of a Bond Resolution authorizing the issuance of not-to-exceed

$14,750,000 of General Obligation Bonds to be issued in one or more series. Approval of the Resolution authorizes the President or Vice President of the Board or Superintendent of Schools to make certain determinations regarding the final pricing and terms of the bonds to be

determined in conjunction with First National Capital Markets, Inc., financial advisor to the District, as well as other terms and conditions of the issuance of the Bonds.

Antelope County School District 0006 (Clearwater Public Schools)

Action Item: Consideration of a Bond Resolution authorizing the issuance of not-to-exceed

$9,950,000 of General Obligation Bonds to be issued in one or more series. Approval of the Resolution authorizes the President or Vice President of the Board or Superintendent of Schools to make certain determinations regarding the final pricing and terms of the bonds to be determined in conjunction with First National Capital Markets, Inc., financial advisor to the District, as well as other terms and conditions of the issuance of the Bonds.

Approval of Construction Contract

The school districts will discuss, consider, and may take action regarding the construction contract with Hausmann Construction.

The tentative agenda contains a list of subjects known at the time of distribution.
