Summerland Public School Board of Education held a regular meeting, Monday, April 17, 2023. President Steve Thiele called the meeting, which was advertised in the April 12, 2023, newspapers to order at 5:30 p.m. Thiele noted the Open Meetings Act posted in the board room.

Board members present: Ed Nordby, Schwager, Thiele, Austin Twibell, Jeremy Wagner.

Scott Thiele was absent. He joined the meeting at 5:32 p.m.

Motion by Nordby, seconded by Schwager, to approve the agenda as presented. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.


Public participation was heard.

Motion by Nordby, seconded by Twibell, to approve the consent agenda items. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time: minutes of the March 14, 2023, meeting; minutes of the March 27, 2023, planning workshop and monthly financial report.

Old business:

Discuss the strategic planning process. Superintendent Finke reported on the process for strategic planning. He also noted that a survey is in the works.

Discuss, consider and take all necessary action on finalizing the 2023-2024 calendar. Motion by Wagner, seconded by Schwager, to approve the 2023-2024 school calendar. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Report on building and grounds. Finke presented information on plans for the storage building. The Building and Grounds Committee met recently and looked over the plans. Some changes to the building plans were suggested and updated plans will be shared. They also discussed getting bids for mowers.

New business:

Elementary MTSS information. Denise Meyer, elementary guidance counselor, was present to go over the MTSS process for the elementary level.

Discuss, consider and take all necessary action to approve teacher contracts. Motion by Nordby, seconded by Twibell, to approve a contract to Danielle Birch as a match teacher for the 2023-2024 school year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Motion by Wagner, seconded by Nordby, to approve a contract to Tom Thramer as a full-time substitute for the 2023-2024 school year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Motion by Steve Thiele, seconded by Nordby, to approve a contract to Connie Cronin as an ELL teacher for the 2023-2024 school year. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action on classified staff work agreements. The Negotiations Committee met prior to the meeting. Due to the need to look into some more options, this item was tabled until next month.

Discuss, consider and take all necessary action on finalizing the superintendent's contract. This item was tabled until the May meeting.

Discuss, consider and take all necessary action on purchasing transportation. Finke presented the bids he had received on new buses. Motion by Schwager, seconded by Nordby, to approve the purchse of a 2024 59-passenger International bus from Cornhusker International for $116,380. Voting aye: Nordby, Schwager, Thiele, Thiele, Twibell, Wagner. Nay: none. Motion carried 6-0.

NASB update. Finke updated the board on the latest legislative bills.

Administrative reports.

Cathy Cooper, elementary principal: curriculum, MTSS, NSCAS testing, Title 1, elementary class sections, elementary summer reading.

Greg Appleby, high school principal: NSCAS testing, 2023-24 student registration, 2023-24 extra-duty schedule, Summerland Golf Invite, district music, FFA banquet, junior high/high school track and field invite, junior high/high school academic awards ceremony, SkillsUSA, FFA and FBLA.

Finke: safety review, fire marshall signoff, sod around fire tank, booster golf event, discus pads poured, update on electric bus.

The next regular board meeting will be Tuesday, May 16, 2023, at 7 p.m.

President Thiele adjodurned the meeting at 6:18 p.m.
