Nov. 15, 2022

Summerland Public School Board of Education met in regular session, Tuesday, Nov. 15, at 6 p.m. President Ed Nordby called the meeting, which was published in the Nov. 9, 2022, newspapers to order at 6 p.m.

Nordby noted the Open Meetings Act posted in the boardroom.

Roll call was taken. Present: Candice Hoke, Marty Kerkman, Ed Nordby, Nate Schwager, Steven Thiele, Jeremy Wagner.


Motion by Thiele, seconded by Wagner, to approve the agenda as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Public participation. Public participation was heard.

Motion by Thiele, seconded by Kerkman, to approve the consent agenda. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time: Minutes of the Oct. 17, 2022 meeting; monthly financial report.

Old business. Discuss, consider and take all necessary action on the Hero 911 program and Clear Armour window coating. Nordby discussed how the Hero 911 app works. No action was taken on the armour window coating.

Motion by Nordby, seconded by Kerkman, to approve the purchase and use of the Hero911 app, up to $1,500 for initial setup costs and monthly service contract fee of $150. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action to amend the facility use agreement. A discussion was held concerning the time frames on the weekends. It was decided to go with the same hours, seven days a week.

New business. Discuss, consider and take all necessary action on the 2021-2022 school audit. Our auditor, Marcy Luth, presented the audit report via phone call. Motion by Thiele, seconded by Hoke, to approve the 2021-2022 fiscal year audit as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action on staff resignation Motion by Hoke, seconded by Schwager, to accept the resignation of Principal Greg Appleby at the end of his 2022-2023 contract. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action on electric bus grant. Superintendent Finke presented information on the electric bus grant. The board directed Finke to get some more information and the discussion will resume at a later date.

Discuss, consider and take all necessary action concerning policy updates. Motion by Thiele, seconded by Schwager, to approve the Kindergarten Enrollment Policy, #5055, as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Discuss, consider and take all necessary action on 2023-2024 certified staff-negotiated agreement. Finke reported on the negotiated agreement and the changes proposed. Motion by Kerkman, seconded by Schwager, to approve the 2023-2024 teacher-negotiated agreement as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Discuss the Clearwater shop building. Discussion was held concerning what the building in Clearwater is being used for and what the plans are for the future. It was decided, since it is being used for storage, that it will be kept until something is built at the Summerland site for storage.

NASB update. The state school board conference starts Nov. 16 and runs through Friday. Finke has informed the newly-elected board members of an upcoming workshop that they can attend.

Superintendent evaluation. Motion by Schwager, seconded by Kerkman, to enter executive session at 7:36 p.m., to discuss the superintendent’s evaluation and is necessary for the protection on needless injury to the reputation of an individual. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

The board came out of executive session at 9:32 p.m.

Administrative reports. Elementary principal, Cathy Cooper, reported on Title 1, Scholastic Book Fair, MTSS, SchoolStore, Standard Response Protocol.

High school principal, Greg Appleby, reported on: Standard Response Protocal, fall activities (FFA, FBLA, XC, football, volleyball, one-act) and winter activity numbers.

Finke reported on: principal search, mental health, meetings attended, proposed release of NSCAS, weight room upgrades and lockdown drill.

The next regular board meeting will be held on Wednesday, Dec. 14, at 5:45 p.m., with an Americanism Committee meeting at 5:30 p.m.

Nordby adjourned the meeting at 9:32 p.m.
