The Board of Trustees of the Village of Clearwater met in regular session, Monday, April 12, at 7 p.m., in the fire hall meeting room. Meeting opened at 7:02 p.m. Notice of Meeting was given in advance by publication in Summerland Advocate-Messenger and notice was given to council persons prior to meeting. Public was informed of location of Open Meeting Act poster.

Present: Kevin Filsinger, Steve Stearns, Kelly Kerkman, Mike Klabenes, Steve Hankla. Others present: Lauren Sheridan-Simonson, Kate Ahlers, LuAnn Schindler, Sheriff Bob Moore, Ashley Weesner, Bill Thiele, Curt Thiele, Melinda Graham, Trinity Graham, Angie Hupp.

Approved regular minutes, special minutes and treasurer’s report for March. Late water bills were presented.

Approved $35,000 LB840 funds to apply toward building grant, pending approval. Approved $10,000 toward lot purchase for duplex project, pending grant approval.

Approved moving up agenda items 20 and 21, regarding 2021 Affordable Housing Fund services. Approved Miller & Associates for general administration services for 2021 Affordable Housing Fund, pending grant approval. Approved CDS Inspections & Beyond for housing management services for 2021 Affordable Housing Fund, pending grant approval.

Clearwater Development Group had approximately 30 people at a town meeting and has had positive feedback from community. Looking for continued donations of time and money from community members. Bill Thiele asked if village would be willing to reimburse group $5,000 for each land purchase with understanding that houses will be built.

Approved $5,000 per dwelling with funds released as land purchased, with understanding money will be returned if housing construction not started within 18 months. Will have Joe McNally write resolution regarding precedent.

Approved special designated liquor license for Clearwater Chamber at rodeo grounds, June 25-27. Approved special designated liquor license for American Legion on Main St., for street dance and concert, June 25 and 26. Kerkman abstained. Approved special designated liquor license for The Waterhole on Main St., for street dance and concert, June 25 and 26.

Approved moving up agenda item 14 regarding sheriff’s report. Sheriff Bob Moore and attorney Joe McNally working on taking nuisance ordinance violator to court. Antelope Co. Sheriff’s Department worked 60 hours and two minutes with zero 911 calls for Clearwater during March.

Approved $500 digital facade grant funds to Blade & Bliss. Approved $750 digital facade grant funds to The Sidebar/ColdType Publishing.

Approved resignation of Michelle Stearns from the Economic Development Board, with regrets. Stearns abstained.

Approved $380 to Northeast Channel Nebraska for “Our Town” video.

Library received $1,000 grant for summer intern and hired Faith King.

Approved Knife River Midwest to hot mix patch portions of Main and Nebraska streets for total of $80,409.38.

Approved Steve Ahlers building permit application. Stearns abstained.

Approved $1,500 donation to Summerland Ball Association for equipment. Association responsible for concessions and equipment.

Approved Tip Top Lawn Care for summer weed spraying of ball field and concession areas for $1,912.

Board will gather bids for pouring concrete along curb on east side of Main St. from Cornerstone Bank to Nebraska St.

Approved Schumacher, Smejkal, Herley & Elm as audit company for next three years.

Old business: Rutjens Construction has not had time to get water line to house southwest of town, but project is on list. Security cameras for park sitting at customs in California. Angie Hupp will contact Drury Well regarding lines to Klabenes camping pads.

New business: Village-wide spring cleaning will be the last week of May. J&J Sanitation will provide roll-off dumpster.

Approved Innovative Ag claims. Klabenes abstained.

Approved all claims.
