Sept. 14, 2020

Summerland Public School Board of Education held a regular meeting, Sept. 14, 2020, at the Orchard site.

President Ed Nordby called the regular meeting that was duly published in Antelope County News on Sept. 9, 2020, to order at 7:21 p.m.

Nordby noted the Open Meetings Act posted in the room.

Roll call was taken with all members present: Candice Hoke, Marty Kerkman, Ed Nordby, Nate Schwager, Steve Thiele, Jeremy Wagner.


Motion by Schwager, seconded by Kerkman, to approve the agenda as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Public participation. No public participation was heard.

Motion by Schwager, seconded by Hoke, to approve the consent agenda, with a correction to the Aug. 10, 2020, minutes to reflect Steve Thiele as abstaining on Hausmann Construction bill instead of Schwager. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.


Motion by Thiele, seconded by Schwager, to approve the financial reports as presented and all bills presented, with the exception of Hausmann Construction bill in the amount of $1,684,679.97. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Hoke, seconded by Wagner, to approve the bill to Hausmann Construction for $1,684,679.97. Voting aye: Hoke, Kerkman, Nordby, Schwager, Wagner. Nay: none. Abstain: Thiele (with conflict). Motion carried 5-0-1.

Old business was discussed.

Building construction update. Superintendent Martin discussed progress on the building project. A “topping off” ceremony was held Sept. 14. This was a historical event attended by board members, staff and high school students.

Jacob Sertich presented an update via Zoom. Items discussed included furniture and equipment procurement, water retention solution and seeding.

Motion by Kerkman, seconded by Hoke, to go with the detention cell grading option one and seeding not to exceed $55,000. Voting aye: Hoke, Kerkman, Nordby, Schwager, Wagner. Nay: none. Abstain: Thiele (with conflict). Motion carried 5-0-1.

Motion by Thiele, seconded by Nordby, to approve the contract with Cashwa for the food service equipment and installation. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Kerkman, seconded by Schwager, to approved adding the recommended job descriptions to policy. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Hoke, seconded by Thiele, to approve the library selection policy. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Kerkman, seconded by Thiele, to approve the high ability learners policy. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Some final decisions were made for the early retirement policy. Supt. Martin will make those changes and send them to legal counsel for final approval next month.

New business:

Motion by Schwager, seconded by Thiele, to approve the 2020-21 budget for all funds as presented. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Thiele, seconded by Hoke, to approve the 2020-2021 property tax resolution. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Schwager, seconded by Kerkman, to approve a work agreement for Ashley Hauf as a paraprofessional at Orchard. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Hoke, seconded by Schwager, to approve a part-time work agreement for Jillian Henn as a paraprofessional at Orchard. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Kerkman, seconded by Wagner, to approve Ainsworth’s application to join the Niobrara Valley Conference. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Motion by Thiele, seconded by Kerkman, to approve the sale of the Clearwater building to ESU #8 for $58,000, contingent upon approval of the sales agreement by Steve Thiele and Marty Kerkman. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

Review district staffing comparison information. Supt. Martin presented the board with information on staffing from like-sized schools. Discussion was held concerning forming a committee to start work on the staffing for 2021-2022 school year. Nordby appointed Hoke, Kerkman and Wagner to the staffing committee.

Motion by Schwager, seconded by Thiele, to declare the presented items as obsolete. Voting aye: Hoke, Kerkman, Nordby, Schwager, Thiele, Wagner. Nay: none. Motion carried 6-0.

The NASB update was available for the board.

Administrative reports were given.

Cathy Cooper reported that work will be done on the west parking lot as cold patch is coming next week. Homecoming activities have been adjusted to meet COVID restrictions. Monday Morning Motivation is still being held virtually. School Store fundraising is happening. An elementary in-service that took place Sept. 14 was very productive.

Mike Sanne reported that MAP testing is happening. Discussions are being held on how the senior internships can continue to take place. The elementary in-service held Sept. 14 was very productive. Parent-teacher conference will be happening in person.

Greg Appleby could not be present.

Preliminary enrollment numbers for 2020-2021. Supt. Martin presented the student enrollment numbers. The PK-12 enrollment is 402.

COVID-19 plan update. Supt. Martin informed the board on the mask situation. Currently, the staff is masking, but the students are voluntary. Making masks mandatory was discussed, but it was decided not to do so at this time.

The next regular board meeting will be Oct. 12 at 7 p.m., in Clearwater at the Clearwater School.

President Nordby adjourned the meeting at 9:53 p.m.
