Ronald E. Frazier, 47, of Neligh faced the Honorable Donna Taylor on Monday. Dec. 30, for arraignment on two counts committed Dec. 15 in Neligh, Count I, driving under the influence of alcohol, and Count II, refusal to submit to chemical test, both Class W misdemeanors. Frazier pleaded no contest and was judged guilty by Taylor.
